It shall be unlawful to construct, operate, maintain or install any wires, cables, pipes, conduits, or other items for the transmission of electrical current, impulses, sounds, voices, communications, water, oil or other fluids, in, on, over, across or along any street or highway or the right-of-way therefor in Jasper County without having fully complied with the provisions of this chapter.
