A. A parade and use permit will be granted only to the first person or group to submit a proper application for a given date and time; and

B. A permit will not be granted if the County determines that the threat of violence associated with a particular parade is real, substantial, and beyond reasonable control, and alternate means of reducing such threat are not available; and

C. No person or group, except the organizers of traditional County events, shall be granted a parade and use permit for the dates of traditional County events. [Ord. 7-6-99A § 1; Code 1988 Ch. 119, Div. 2 § 3.]
