A. The Health Officer bearing proper credentials and identification shall be permitted to enter upon all establishments subject to the provisions of this chapter at reasonable times for purposes of inspections, observations, measurements, sampling, and testing necessary to carry out the provisions of this chapter.

B. The Health Officer shall investigate complaints received about an establishment or practitioner’s practice or acts which may violate any applicable rule, law, regulation, and this chapter.

C. If the Health Officer finds that further investigation is not required because the alleged act or practice is not in violation of any applicable rule, law, regulation or this chapter, then the Health Officer shall notify the complainant, establishment, and practitioner of that finding and the reasons on which it was based.
