It shall be unlawful for any person to annoy or tease persistently any dog/cat thereby causing such a dog/cat to become irritated and dangerous. No person who is attacked or bitten by any dog/cat shown or proven to have been so teased or annoyed by such person, nor anyone having a derivative claim by reason of any injury to such person, will have any right of action to recover damages from the owner or keeper of such a dog/cat.
