No person who owns, harbors or keeps a dog/cat shall permit such dog/cat to run at large or roam the countryside away from the premises where usually kept. The term “at large” means off the premises of the person owning or keeping such a dog/cat and while not under the control of such person or his agent, by leash or other effective means, excepting however hunting or working dogs or dog, while accompanied by its or their owners or keepers engaged in lawful hunting or training of such dogs, or in or about a farm on which such a dog is usually kept.
