A. Basic Duties. It shall be the responsibility of the Jasper County Animal Control Board to act as an administrative policy making and education Board for the purpose of administering and reviewing animal control problems within the County, and to oversee the operations and management of the Jasper County Animal Shelter.

B. Operation and Maintenance. The Board shall be responsible for the operation of the Animal Shelter, as well as the well-being of the animals confined in the Shelter. The Board shall oversee the maintenance of the Animal Shelter and immediately report any serious maintenance problems to the Board of Commissioners.

C. Annual Budget. The Board shall prepare, each year at the correct time, a proposed budget for the next year. The budget shall be subject to approval by the Board of Commissioners and shall be finally considered and approved by the County Council.

D. Policies of Operation. The Board shall prepare policies for the operation of the Animal Control Shelter and all persons employed there. Such policies shall not be inconsistent with other County policies established by the Board of Commissioners, and must be approved by the Board of Commissioners before being initiated.

E. Termination of Employment. Before the termination of any employee of the Animal Control Shelter, it shall be the responsibility of the Board to bring the facts of the cause leading to such termination to the Board of County Commissioners for their consideration.

F. Educational Programs. The Board shall decide upon and implement all educational programs concerned with the control and handling of animals. Such programs shall be carried out by the Animal Control Officer.

G. Operating Procedures, Policies, and Hours of Operation. The Board shall establish and implement policies concerning the manner, hours of operation, and procedures under which the Animal Control Shelter shall be operated. These procedures must be approved by the Board of Commissioners if not specified in this chapter.

H. Evaluation Report. The Animal Control Board shall evaluate the performance of the Animal Control Officer, annually, and submit a report to the Board of Commissioners at their regular meeting in early December.
