A. Animal Control Board Established. The Jasper County Animal Control Board is established and shall consist of nine members to be appointed by the Board of Commissioners as follows:

1. The Jasper County Animal Control Officer, a nonvoting member;

2. A practicing licensed veterinarian;

3. Four members; one from each Commissioner District, and one at-large member;

4. One citizen member who is a member of a known humane society or group interested and actively participating in animal control problems;

5. One member of the Jasper County Law Enforcement Agency to act as law enforcement officer for the Animal Control Board;

6. One member who is a practicing attorney who is licensed to practice law in the State of Indiana and in good standing as an attorney under Indiana law to also be a legal adviser to the Board.

B. Residence Requirement. All members of the Jasper County Animal Control Board shall be residents of Jasper County.

C. Board Appointments and Removal. All appointments shall be on a calendar basis. The Animal Control Officer shall remain a Board member by virtue of his/her office. Terms of office for all other members shall be a two-year period, except that initial appointments shall be made in the following manner: Three members shall be appointed for one year and four members shall be appointed for two years; all subsequent appointments shall be for two-year periods as set forth in this subsection. The Animal Control Board shall appoint a chairperson each year, and the Board also shall appoint a secretary who is not required to be a member of the Board. Members may only be removed by the Board of Commissioners with cause; and in such situations, a new member would then be appointed to fill the unexpired term. Any member, after missing three consecutive meetings, may be removed from the Board.

D. Meetings and Notice. The Animal Control Board shall fix the time for holding regular meetings as necessary. The minutes of all Board meetings and all records shall be filed in the office of the Board and are public records. Special meetings may be called by the Chairperson or by two members of the Board upon written request to the secretary. The secretary shall send to all members, at least three days before the special meeting, a written notice fixing the time and place of the meeting. Written notice of a special meeting is not required if: (1) the date, time, and place of the special meeting are fixed in a regular meeting; and (2) all members of the Board are present at that regular meeting. Public meeting and notice requirements set forth under IC 5-14-1.5 shall be followed.

E. Compensation. The Board of Commissioners may authorize the payment of a sum for compensation for services as a voting member of the Jasper County Animal Control Board, in an amount that the County Council may determine for attendance at the meetings of the Board, subject to the provisions of IC 36-2-7-2.
