For the purpose of protecting the rights and health of nonsmoking personnel, guards, and inmates, and to eliminate potential fire hazards, and to provide for a clean living environment, and to eliminate potential liability to nonsmoking inmates if the risk to health caused by cigarette smoking is not removed; cigarette or cigar smoking or smoking of any type by personnel, guards, and inmates is not permitted in the County Jail.
