Establish at the County level a basic organization and a set of procedures which will provide for survival of the population in the event of any emergency in which there is widespread destruction or threat to life and property. This should provide for:

A. Continuity of government;

B. Warning the population of an impending disaster and providing procedural information; and

C. Mobilizing all available resources to save lives and protect property, sustain survivors and temporarily repair and restore essential utilities and facilities. [Ord. 8-5-91B § 6; Code 1988 § 130.06(A).]
