A. At the first meeting of the Board of Commissioners during each calendar year, the person presiding over the Board shall entertain nominations for the posts of President and Vice-President of the Board of County Commissioners. Upon the close of nominations and the casting of votes by a majority of the whole, the persons so elected shall immediately become the President and Vice-President of the Board of County Commissioners. They shall serve in that capacity until otherwise ordered by the Board. The Board may then conduct such other business as may come before it.

B. The President and Vice-President shall serve for one year and until the election and qualification of their successors. The President shall preside over all meetings of the Board of Commissioners and by his or her signature thereto shall authenticate all ordinances passed by the Board in his or her presence.

C. A member of the Board of Commissioners who wants to resign must send written notice to the President of the County Council. The Council shall then declare the office vacant (IC 36-2-2-5).

D. Regular meetings of the Board of County Commissioners shall be held the first Monday of each month at 8:15 a.m. in the Courthouse; provided, that when any such meeting falls on a legal holiday, it shall be held at the same hour and place on the next day or the preceding day that is not a legal holiday. The dates and times of regular meetings of the Board of Commissioners are subject to modification by the said Board, and the actual dates and times of regular meetings shall be advertised pursuant to IC 5-14-1.5-5. Meetings may be reconvened without advertisement where the announcement of the date, time, and place of the reconvened meeting is made at the original meeting and recorded in the memoranda and minutes thereof, and there is no change in the agenda.

E. Special meetings may be called if the public interest requires. A special meeting may be called by a member of the Board of Commissioners; the County Auditor; the County Clerk, if the office of County Auditor is vacant; or the County Recorder, if the offices of the County Auditor and County Clerk are both vacant. At least 48 hours’ notice of the special meeting will be given unless the meeting is called to deal with an emergency under IC 5-14-1.5-5. The notice must include a specific statement of the purpose of the meeting and the Board may not conduct any unrelated business at the meeting (IC 36-2-2-8). [Ord. 3-4-19B § 1; Code 1988 § 14.01.]
