A. Administration in Municipal Jurisdictional Areas. The plan commissions of the City of Rensselaer, and the Towns of Remington and DeMotte, have established extra-territorial jurisdictional areas for planning and zoning purposes in their adjacent unincorporated areas. It has been the practice of these municipalities to administer and enforce their planning and zoning ordinances within their jurisdictional areas as well as their building codes. This involves requiring permits and assessing fees by the municipalities not only within their corporations, but within their adjacent unincorporated areas.

B. County Does Not Enforce in Jurisdictional Areas. Jasper County enforces planning and zoning ordinances and the building code in the unincorporated area of the County, but not within any of the jurisdictional areas established by the municipalities.

C. System Is Satisfactory. This enforcement system has worked very well for many years. The procedure for administering and enforcing planning and zoning ordinances is proper, but administering, enforcing, and collecting fees for building permits in this manner may be somewhat unusual, but nevertheless efficient and convenient for applicants because they can obtain the zoning and building permit at one office.

D. Accordingly, Jasper County, the City of Rensselaer, and the Towns of DeMotte and Remington all agree to this procedure. [Ord. 8-5-91B § 7; Code 1988 Ch. 153.]
