When the allowable runoff is released in an area that is susceptible to flooding, the developer may be required to construct appropriate storm drains through such area to avert increased flood hazard caused by the concentration of allowable runoff at one point instead of the natural overland distribution. The requirement of off-site drains shall be at the discretion of the Board. [Ord. 12-1-97C § 15(R).]
