“Annular space” means the space between the exterior of the water well casing and the natural formation in the borehole of a drilled well.

“Aquifer” means any underground geologic formation (consolidated or unconsolidated) that has the ability to receive, store, and transmit water in amounts sufficient for any beneficial use.

“Health Officer” means the Jasper County Health Officer or his or her duly authorized representative.

“Person” means an individual, firm, corporation, partnership, or association.

“Water well” means any well constructed to provide water, totally or in part, to one- or two-family dwellings and commercial facilities for fire protection, heat extraction or transfer, irrigation, or for drinking, culinary, or other domestic purposes, including cased drilled wells and/or sand point wells. Specifically excluded from this definition are those wells owned by a municipality, water district, conservancy district or water utility, and operated for the purpose of providing a public water supply.
