A. The Jasper County Health Department shall maintain a register of all persons, firms or corporations engaged in the installation, construction, or repair of sewage disposal systems or equipment within Jasper County.

B. Any person, firm, or corporation engaged in or intending to engage in the installation, construction, or repair of sewage disposal systems or equipment in Jasper County must first make application to the Jasper County Health Officer to have his, her, or their name placed upon a “Contractors Register,” a register of those engaged in the installation, construction, and repair of sewage disposal systems or equipment. The application, which will be provided by the Jasper County Health Department, shall contain the name and address of the person, firm, or corporation or place of business of such person, firm, or corporation and such other information as the Jasper County Health Officer may reasonably require to aid him in the administration and enforcement of this chapter.

C. Any person, firm, or corporation making application to have a name placed on the “Contractors Register” shall submit with such application the certification fee set forth in JCC 3.45.050(G), proof of liability insurance in the amount of $250,000, and proof of a current bond in the amount of $20,000 per calendar year. Newly registered septic contractors shall be placed on probationary status for the first three septic installations. Contractors on probationary status must give advance written notice to the Jasper County Health Officer before beginning work on a septic installation. Septic installations performed by probationary registrants are subject to supervision by the Jasper County Health Officer or the Health Officer’s representative. Only a registered Jasper County septic contractor may install a sewage disposal system in Jasper County. No homeowner shall be allowed to install his or her own sewage disposal system unless the homeowner is a registered septic contractor in Jasper County.

D. The Jasper County Health Officer or his representative may remove the name of any person, firm, or corporation from the “Contractors Register” who has, in the opinion of the Health Officer or his representative, demonstrated inability or unwillingness to comply with this chapter or the rules and regulations adopted under this chapter. Such person may request in writing that his name or firm name be reinstated on the register by the Jasper County Health Officer or his representative after satisfactorily demonstrating ability or willingness to comply with this chapter and rules and regulations adopted under this chapter.

E. The person causing his or her name or the name of the partnership, association or corporation to be placed upon the “Contractors Register” or a person approved by the Jasper County Health Department must be present at all times that work is being performed in the installation of sewage disposal systems or equipment in conformity with this chapter and rules and regulations adopted under this chapter.

F. Any person, firm, or corporation who shall engage in the business of installing, constructing, and repairing sewage disposal systems or equipment pursuant to the terms of this chapter must first make application and cause his, her, or their name to appear on the “Contractors Register” and failure so to do shall constitute a violation of this chapter and subject each violation to the penalties prescribed herein. G. The Jasper County Health Officer or his representative bearing proper credentials and identification shall be permitted to enter upon all properties subject to the provisions of this chapter at reasonable times for purposes of inspections, observations, measurements, sampling, and testing necessary to carry out the provisions of this chapter.
