A. Except as provided in subsection (B) of this section, no person shall participate in, form, or start any parade, unless a parade and use permit has first been obtained as provided in this article.
B. The provisions of subsection (A) of this section shall not apply to:
1. Funeral processions;
2. Lawful picketing in a labor dispute;
