The Board of Commissioners, having determined on the basis of engineering and traffic investigations that the maximum speed permitted by the State statute is greater than reasonable and safe under the conditions found to exist on certain County highways and parts of County highways, hereby declares the following reasonable and safe maximum speed limits on the County highways and in the districts listed in this chapter.
